CDM Regulations

SECTION GUIDE

What are CDM Regulations?

The Construction (Design and Management) Regulations 2015, commonly known as CDM Regulations, set out the legal requirements for managing health, safety, and welfare on construction projects in the UK. They apply to all building and construction work, from small domestic projects to major commercial developments.

What do CDM Regulations mean in Health & Safety?

The CDM Regulations 2015 (CDM 2015) are a key piece of UK health and safety law. They:

  • Define the roles and responsibilities of duty holders (clients, designers, contractors, principal designers, principal contractors, and workers).
  • Require effective planning, coordination, and risk management throughout construction projects.
  • Apply to all construction projects, regardless of size or duration, including repairs, maintenance, and demolition.

They are enforced by the Health and Safety Executive (HSE), and non-compliance can result in enforcement action, fines and prosecution.

  • Why do CDM Regulations matter for your business?

Failure to follow CDM regulations can lead to:

    • Legal penalties and enforcement action by the HSE.
    • Accidents and injuries to workers and contractors.
    • Costly project delays and reputational damage.

Compliance ensures projects run smoothly, workers are protected, and businesses demonstrate due diligence in health and safety management.

  • CDM Regulations – best practices

    • • Appoint a principal designer and principal contractor where more than one contractor is involved.
    • Ensure a construction phase plan is in place before work begins.
    • Carry out thorough risk assessments and method statements (RAMS).
    • Provide workers with induction, training, and welfare facilities.
    • Maintain effective communication and cooperation between all duty holders.
    • Keep clear records and documentation to evidence compliance.

impact HR can support and advice to all duty holders. We can act as your Principal Designer for CDM purposes too.
