Martyn’s Law (the Terrorism (Protection of Premises) Act 2025) introduces a new legal duty for organisations responsible for publicly accessible premises and events to take proportionate steps to reduce the risk of harm from terrorist incidents.

Although the Protect Duty is not yet in force, the Government has confirmed a minimum implementation period. This provides organisations with a valuable opportunity to prepare in a structured, proportionate way.

The checklist reflects the Government’s emphasis on proportionate, risk-based preparation, rather than prescriptive or security-heavy solutions.

  • Who the checklist is designed for

    The checklist is suitable for organisations that:

    • Control publicly accessible premises or events
    • Expect 200 or more people to be present at peak times
    • Operate venues, facilities or events open to the public
    • Have responsibilities for health and safety, facilities, events or operations

    It is particularly relevant for organisations in sectors such as hospitality, retail, leisure, education, events, culture, faith and visitor attractions.
