impact HR expands UK footprint with acquisition of Effective HRM

SECTION GUIDE

impact HR has expanded its UK footprint with the acquisition of Cardiff-based HR consultancy Effective HRM, marking another significant step in building a national advisory platform for SME employers.

The acquisition establishes a presence in Wales alongside impact HR’s existing operations across Leeds, Essex and Leicester, further strengthening the group’s ability to deliver integrated HR and health & safety support across the UK.

Founded in 2011 by employment lawyer Emma del Torto, Effective HRM supports more than 150 SME clients across a wide range of sectors. The business will continue to operate under its existing brand, with its Cardiff-based team remaining central to client delivery.

A deliberate move to strengthen regional capability

This acquisition is not simply about growth — it is about building the right capability in the right locations.

The addition of Effective HRM gives impact HR a strong base in South Wales, enabling the group to support more SME employers with local, in-person HR expertise, backed by the scale and resources of a wider national business.

At a time when businesses are facing increasing complexity — from evolving employment legislation to rising operational pressures — access to practical, responsive HR support has never been more important.

Effective HRM has built its reputation in exactly this space: helping SME employers navigate real-world people challenges with clear, commercially grounded advice.

  • Why Effective HRM

Effective HRM stood out as a natural partner for impact HR for a number of reasons.

The business brings together legal expertise, practical HR delivery, and strong client relationships — a combination that is becoming increasingly important as employers face more complex compliance, employee relations, and commercial challenges.

What makes Effective HRM particularly valuable is not just what they do, but how they do it:

    • Deep SME expertise – supporting over 150 businesses across a wide range of sectors, with a clear understanding of the real-world challenges owner-managed businesses face
    • Strong regional presence – a well-established and trusted name within the South Wales market, with strong local connections
    • Relationship-led service model – built on long-term partnerships, with a focus on responsiveness, consistency, and genuinely understanding each client’s business
    • Legal and commercial insight – founded by an employment lawyer, adding an extra layer of depth and confidence to the advice provided
    • Cultural alignment – a shared approach centred on practical, straightforward HR support that delivers clarity, not complexity

Importantly, this is a business that has grown through reputation and client trust rather than rapid scale or volume. That kind of sustainable, relationship-driven growth is exactly what impact HR looks for in a partner.

  • Building a national, relationship-led HR model

The acquisition of Effective HRM forms part of a broader strategy to build a national HR advisory platform that does not lose its local feel.

impact HR’s approach is deliberately different from more centralised or remote models. Instead, the focus is on combining:

    • Local, in-person consultancy
    • Strong regional teams
    • Shared expertise across the group
    • Access to wider specialist capability

Recent additions to the group reflect this strategy:

    • JD Employment Solutions – strengthening presence in Yorkshire
    • Positive People HR – enhancing advisory and people development capability
    • Tugela People – adding HR systems, payroll and technology expertise
    • Effective HRM – establishing a strong base in Wales

Each has been selected to either deepen regional reach or broaden capability — creating a group that is both connected and locally embedded.

  • What this means for clients

For clients of Effective HRM, continuity remains the priority.

The Cardiff team will continue to support clients as they do today, maintaining the trusted relationships and hands-on approach that define the business. What changes is the level of support available around that core.

    Clients will now benefit from:

    • Greater depth of HR and health & safety expertise
    • Increased resource and resilience
    • Access to wider group capability, including HR systems and specialist advisory support
    • A partner that can support both day-to-day needs and longer-term growth

For impact HR clients, the acquisition strengthens the group’s ability to deliver genuinely national coverage with local expertise.

  • Strengthening in-person support where it matters most

One of the most important aspects of this acquisition is the continued investment in on-the-ground HR support.

In a market where many providers are moving towards remote delivery models, impact HR is taking a different approach — building regional teams that can support clients in person when it matters most.

    This is particularly important for:

    • Complex employee relations issues
    • Leadership and management support
    • Organisational change and restructuring
    • Training and development
    • Building long-term, trusted relationships

The addition of Effective HRM strengthens this capability significantly across South Wales and beyond.

Why this matters

Leadership Perspective

Greg Guilford, Group CEO of impact HR, commented:

“I’ve known and admired Effective HRM for several years. Emma and the wider team have built a fantastic reputation for delivering high-quality, practical HR support to their clients.

What stood out to us was the strength of those relationships and the quality of their advice. This is a business that genuinely supports its clients in a meaningful way.

This is exactly the kind of partnership we look for — strong culture, strong client relationships, and a clear alignment in how we deliver HR.”

He added:

“We are very deliberate in how we grow impact HR. We are not trying to build scale for the sake of it — we are building a group of high-quality, like-minded businesses that genuinely add value to clients.

Effective HRM strengthens our ability to deliver local, in-person support, which we believe is increasingly important for SME employers navigating complex people challenges.

As a group, we are now in a position to support clients nationally, while still delivering the kind of personal, relationship-led service that SMEs value. That combination is what sets us apart.”

Emma del Torto, Founder of Effective HRM, added:

“This is about building on what we have created in South Wales and giving our clients access to even greater depth of support.

Businesses are navigating increasing complexity around employment law, compliance and workforce management. By strengthening our capability, we can help them stay ahead of those challenges while continuing to offer the personal, hands-on service they value.

It was important to me that we found a partner who shared our values and approach. This allows us to grow without losing what makes Effective HRM distinctive.”

  • What this means in practice

    • A stronger presence across the UK, including a new base in Wales
    • Local, in-person HR support backed by national capability
    • Broader expertise across HR, health & safety and HR technology
    • Increased capacity to support SME employers through change and growth
    • Continued focus on relationship-led, practical HR advice
  • Looking ahead

The acquisition of Effective HRM is another important step in impact HR’s growth journey.

It strengthens the group’s ability to support SME employers at a time when the people landscape is becoming more complex, more regulated and more critical to business success.

More importantly, it reinforces a clear direction: building a consultancy group that combines local expertise, practical advice and national capability — delivered in a way that genuinely works for SME businesses.
